отделением или частью организации находится стабильный терминал.

Если представить, что каждая область, маленькая или большая, состоит из двух частей: первая - это ЯЧЕЙКА, ВНУТРИ КОТОРОЙ НЕОБХОДИМО ДОБИВАТЬСЯ ВЫПОЛНЕНИЯ ОПРЕДЕЛЕННЫХ ДЕЙСТВИЙ И НЕ ДОПУСКАТЬ БЕСПОРЯДКА, а вторая - это ответственный за данную область (руководящий ею) стабильный терминал, благодаря которому в ячейке все и происходит, то станет по-настоящему понятно, что такое дев-ти. Дев-ти появляется, когда стабильный терминал этой ячейки, находящейся на оргсхеме, на самом деле нестабилен и являет собой пример беспорядка.

Существует пять основных состояний терминала на оргсхеме: одно желательное и четыре нежелательных.
