Meanwhile, any Executive who has fulfilled all the requirements of HCO Policy Letter of February 17, 1961, except the processing requirements, and who is not yet stably clear, shall be awarded the status of Provisional Permanent Executive. This will entitle him/her to draw the full pay for his/her post.
