All terminals on all routing forms must sign their full name to the routing form and date when they are so signing. This is to be done where formerly only initials were required.
Such a signature is an attestation that the required action of that terminal is okay unless the signatory states otherwise on the routing form.
Unless signatures are signed and dated it can be very difficult to trace who (and when) actually handled the form at each step.
No terminal can pass on a routing form if the previous immediate terminal has not attested it as okay.
