No evidence may be admitted or used in any hearing, board of investigation, committee of evidence or in any executive disciplinary action which is not:

1. Written or

2. Reliably witnessed or

3. Is demonstrated beyond any doubt on a meter.

After this date no findings or sentence may be passed, considered valid or acted upon if any evidence in the case was admitted that was not valid in accordance to 1, 2 and 3 above.
