PRECLEAR ROUTING TO ETHICS

There is no direct routing of preclears to the Ethics Officer except through the channels of the Qualification Division and Review.

This, therefore, cancels the direct routing to Ethics as covered in the Class VII, Confidential, HCO Bulletin of 28 June 1965.
