The BPI of that HCOB caused in many instances that pcs were afraid to run Dianetics and started self-C/Sing themselves instead of just being pc. There is no change in the HCOB and it stays in force. The bulletin is not confidential but it is training data for auditor and C/S. This bulletin is modified to the effect that no Dianetics is run on a preOT in the Non-Interference Area which is today defined by (R6 Solo) Clear to completed Excal (Super NOTs).
